Smart Security keeps blocking internet due to duplicate IP

In the last few months I have kept having internet access blocked by Smart Security. I know it is doing this as I can access the internet over Wifi with my phone and get a firewall log entry.

Here is the log message from half an hour ago:

03/02/2013 15:58:44 Identical IP addresses detected in network 192.168.0.1 192.168.0.3 ARP

I have a Virgin Media Super Hub.

If you know that the Ip address is safe, then a solution might be, to excluded the Ip from active protection IDS. See here How do I stop internal IP traffic from being detected as a threat by the ESET Personal firewall? .
