Look; its time to get tougher on implementation of the new chips. Its really not too tough to solve. Effective 1-1-2016 ANY non chip card is an ice scraper. How hard is that to understand? I am sooooooo tired of political correctness and all the other excuses. Simple, one step, done for the most part. Remember I speak from experience because my entire "life" was stolen thanks to corporate sloth. I no longer tolerate that sloth and vote with my feet. I shop at stores where I use my chip card and AVOID those that "excuse away" why they haven't upgraded yet. When you get burned you lose the Mr. Niceguy thing in a hurry.
