Do you mean Outlook Express or MS Outlook? If the latter, what exact version? What do you mean by Outlook doesn't work - doesn't it start at all? Does it hang / freeze ? Have you tried disabling integration with Outlook to see if it makes a difference?
Does disabling network scanning in the real-time protection setup make a difference? If not, what about disabling real-time protection completely?
    Please elaborate more on this.
Does disabling firewall make a difference? If so, enable logging of blocked connections, reproduce the problem and check the firewall log to see if there are connections that are being blocked for some reason which might cause the network slowdown.

It might be best to open a support ticket with your local ESET office/distributor and please give them as much information as possible.
