I am really sorry , I am over . Can't think of anything else that might help

You can either wait for a suggestion from somebody else or take the machine to a professional computer store , then ask IT specialists for help .
They can take out your data and reinstall Windows

    Good luck !

    Wait a second , you opened SCU with Start-Run-msconfig , right ? ? ?
If so , you can goto Start-Settings-Control Panel-Add/Remove programs or Start-programs-Accessories-System Tools-System Restore

If you can open Taks Manager (CTR+ALT+DEL) , you can try File->Run new task and point to C:\Program file\ESET\Setup and find uninstall.exe

    Sorry , I was wrong

In Task Manager -> File -> Run new task , choose to run the following:

    C:\Program files\ESET\Setup\setup.exe /uninstall

note there is a space between setup.exe and /uninstall

    Really hope this helps:D

This above is wrong two times , note it is Program files with Capital letter P and Setup with Capital S

    Not possible

    here you say
    So setup.exe exists

Make sure you don't browse but just type
    C:\Program files\ESET\Setup\setup.exe /uninstall

If this doesn't help , try
In Task Manager -> File -> Run new task , choose to run the following
    cmd.exe

    Then type
    cd\ and press ENTER
    type C:\Program files\ESET\Setup\setup.exe /uninstall and press ENTER

note there is a space between setup.exe and /uninstall

While searching in Google , I also found a way to start System Restore from either cmd or Run

Try to point Windows to this and follow the instructions to start System Restore
    C:\WINDOWS\SYSTEM\Restore\rstrui.exe

    Excellent !

So , let's make it step by step
    FIRST
    When cmd is opened
    type
    cd\
    and press ENTER

then you should be just on C:\

    After that , type
    cd "Program files"
    and press ENTER

    After that , type
    cd ESET and hit ENTER

    After that type cd Setup
    and hit ENTER

    You should have opened
    C:\Program files\ESET\Setup
    now type only setup.exe /uninstall
and press ENTER This should start NOD32's uninstaller

when i run system restore that way it always says

System Restore is not able to protect you computer. Please restart you computer, and then run System Restore again.

    and
    %SystemRoot%\system32\restore\rstrui.exe

    is the run command
