Restart vs Shutdown

Not sure how to go about this:

If I:

Restart- Windows 8.1 comes up & "Action Center" (red x), says no AV or AS.

choosing "shutdown" then press power (to start) "Action Center" is fine no red x.

We're gonna need way more info. For starters, what AV do you have installed?

 

Fast Startup On or Off

 

Hi Guys,

Emsisoft w/ online armor, MBAM, MBAE

winkey + x > power options > choose what the power button does:

under shutdown options (the box, tick) Fast Startup is missing. Checked out "what the power button does" in other plans none have the tick box for "fast startup."

elevated cmd > powercfg /hibernate on Has restored "Fast Startup" now it's ticked

Now that "Fast Startup" is back & ticked, reboot, works perfect or "Action center", does not complain about missing AV
