RAS 4.0 upgrade resets New Client flag

    A minor issue, but in the upgrade and database conversion from v3 to v4, the New Client flag was not imported and all clients reported as new. Could be problematic in some other environments depending on how they use the flag.

    Same here, but not all new flags...

    Its Aprox 60% which was resetted
