I am receiving a "Deleting 0 Items" error at EVERY startup to windows. I have had in the past some privacy concerns, but I am not sure if they are related. Programs installed or not seem to make no difference; it has happened shortly after a fresh install. Windows 10 Opera browser CCLEANER http://www.freewebs.com/valandez/privacy.png http://www.freewebs.com/valandez/privacy.png (I tried inserting this screenshot) but it did not work..
What does it show if you select 'more details' in the popup? Do you have Ccleaner monitoring turned on? If yes, try turning it off to see if the popup still happens.
Did a fresh install last week, since then I have only installed Steam in addition to the programs listed above. Same old, did it before steam and after. I tried uninstalling CCleaner, it still does that error popup. A)the popup is only there for a second, B)More Details is shaded out (unclickable)
i dont think its ccleaner try autoruns and look into the startups and scheduled tasks https://technet.microsoft.com/en-us/sysinternals/bb963902.aspx if nothing found check if the drive options if you have ticked the cleanup routine from windows.

CCleaner skip UAC prompt task is not meant to delete anything. It's meant to prevent UAC prompt when CCleaner starts, so only untick it if you want to get those alerts.
