Do you believe that AV's are not capable to be more aggressive against the PUA's/PUP's? They can but ....... They will face also a lot of troubles (law matters, disputes, etc) with some of them. That's why the most AV's are "polite" with PUA's/PUP's, IMHO.
Wasn't the reason AV companies backed off of detecting PUP's was because of legal issues? I remember an Adware program filing suit against some AV company that detected and removed the program but I may be wrong. This was what I remembered.
