    Do you believe that AV's are not capable to be more aggressive against the PUA's/PUP's?
    They can but .......
    They will face also a lot of troubles (law matters, disputes, etc) with some of them.
    That's why the most AV's are "polite" with PUA's/PUP's, IMHO.

    Your right but they should drop PUP & PUA terms and go back to call them as it is Adware right?

    No, if it's hard for the AV's to use the PUP/PUA terms, it will be harder to call them as Adware.
