This is based on AV-test.org. This means WSA is installed after the infection to evaluate its ability to clean the system. Then its normal as WSA would not be able to use its powerful journalling system (recording all changes and revert the system to pre-infection)
And this was based on a test that AV-Test later corrected - the results were inaccurate due to how they were changing WSA on the system, but PC Advisor couldn't change the article.
