oss_reinstall.exe causes explorer box to open upon startup. Why?

A explorer box open to the C:\program files\common folder with a \bin folder showing opens every time a startup my XP Pro SP2 pc when I leave this in msconfig. When I uncheck it's box in msconfig I do not get the window.

Can you explain this annoying behaviour and how to get rid of this window without resorting to msconfig?
