Normal system functions?

    When I dial up, I ALWAYS get kernel32.dll trying to access the network. Sygate asks, I say no, so now Sygate just stops it and lets me know that it did so. Surfing, I see that file described as everything from harmless, to part of a worldwide conspiracy.

    Sometimes I get msgsrv.exe trying to dial out instead, as it just did, trying to connect to 224.0.0.2 (Internet Assigned Numbers Authority;) I said no.

    Are these normal systems functions?
