Noob question about packets and TCPview

    I run spybot from time to time. It showed up when I ran TCPView as a connection among my unconnected endpoints.

    I went into Windows Services and shut it down and stopped the process in TCPView, but the packets kept coming in and going out even after. And then, the dumb thing re-started itself in my services.

    I am wondering if this continued packet emission is common, and how come stuff restarts after you try and end the process?? If I want the process to end, it shouldn't restart!
