this zip file is just pack of cursors for mouse themes for windows 7
only cur and ani filetypes in it.
the problem is that im disabling the real time file system protection and still won't let me download.
    even it return red.
and bigger problem is i cant even kill the process it always say access denied even when im running cmd as administrator how is that possible?? i never had it in earlier windows version just in windows 7
    here is what i get
    Code:
    C:\Windows\System32>taskkill /f /im egui.exe
ERROR: The process "egui.exe" with PID 2268 could not be terminated.
    Reason: Access is denied.

This is not possible. What's more, egui.exe is nothing but graphic interface and is not responsible for scanning whatsoever. As I have already asked before:

ok i know where is the problem
the problem was with my isp
they blocked it with their "safenet" or whatever it called
    Code:
You are trying to access a restricted web site:
    cur.cursors-4u.net

The file oth519.ani is on the Known Vandal Files List.
how da hell could ani file be one of an vandal files list??

Last year I ran into the same problem. The culprit was the web protection. Something related to 7zip compacted files. Is that your case?
