    My ISP said my internet is MAC Binded.
    So I cannot use the connection on other laptop.

    Now I am planning to format & reinstall the system.
    I want to know if the system is formatted & reinstalled, ISP have to MAC Bind again for connection?

    ISP charges 1000 INR for every MAC Bind.

    MAC will be the same even if reformatted as it is defined by the hardware. Also hardware vendors are usually easily identified by their MAC as most use the same first few designations. If you changed your network card it would be a problem - easily solved by spoofing via SMAC or another tool;

    Also, you can easily spoof your second laptop to use the network.. Not difficult at all, and your crappy greedy ISP will be non-the-wiser.
