    ok, so criminals and privacy concious people in Moscow will now have to turn off their phones in the metro. the police don't catch anyone and people are inconvenienced... don't like this harrassment.

    As I've said in a few other related threads, the Russians are very, very good at surveillance. They have their own PRISM, the CCTV cams, fake cell towers, you name it they have it.

    Not going to work unless you remove the battery entirely. Which, yeah, is an inconvenience and a half. Don't worry about professional criminals, the good ones already knew about this stuff before the public did, and they also know how to avoid it or confuse such systems. Not that the good ones do a lot of talking on the phone anyway.
