Microsoft Certified Professionals and MVP's HELP PLEASE

English/American is not my native language. Even looking referral up in the Cambridge dictionary did not help (a referral has a positive association in my language, so I don't understand the text).

"A referral was returned from the server" when UAC denies an unsigned program to execute. Should not be the text be "NO referral was returned from the server"or a text more directly relating to the fact that the executable is MISSING a valid signature/certificate
