Local Addresses not working

Firefox accesses 127.0.0.1 tcp at startup.
127.0.0.1 is listed by ESS as a local address

Prior to the upgrade I had created a rule allowing Firefox to access local addresses tcp, any port.

After loading the beta, when loading Firefox ESS prompts for a rule to handle 127.0.0.1 to tcp

If I create a rule allowing it using
no or a custom profile, local addresses, tcp or tcp-udp, any port
it prompts me again for the same thing next time i.e. rule has no effect.

If I create a rule for 12.0.0.1 instead it works.

Same thing happens for Thunderbird

Is this a bug or how it is suppose to work?
