Since outbound and inbound internet traffic is authorised by default between any client PC and an ISP (providing that said client wishes to access the internet), I'm assuming therefore that any ISP is in theory able to access any part of a PC harddrive and also able to upload files if they are able to find a folder with the appropriate permissions (read/write) ?

nobody can access anything on local computer unless the user allows (p2p or remote assistance) or is somehow tricked to allow (e.g malware) a program to run.
