I want to know if there is a way to download a local copy of Wikipedia? (Either HTML format or another, just so I don't have to be online to view it.)

I very much doubt it because the amount of information that is contained in Wikipedia must run into Gigabytes

Yes, there is with IE. In IE, add the site to your favorites. Then find the new favorite in the your list and right-click on it. Select "Make available offline" and you will be presented with the "Offline Favorite Wizzard". There is one part of the wizard that asks you how how deep you want to save the links. The numbers available are 1 to 3. If you select 3, then the sync process will take longer. Try 1 first and see if that is deep enough.
