After scans of unnecessary files if found lots of tmp, old and bak files on my pc, and even if it was already remove, and then after a day or two still it can found lots of these unnecessary files. I was wondering then if this was really “always safe to remove”.

NOT always . But , most of the time . tmp and old files are almost always safe . bak can sometimes cause a problem if deleted . Use a program such as A1 Cleaner to help you decide .

I was wondering then if the above softwares are free.

As of now I am using EasyCleaner for this Unnecessary files, but I am not very sure yet if this was really safe.

Cleanup is free and totally safe. I've used it for years.
