Internet Explorer somehow works even when disabled?

    Win 7.

    Even though I uninstalled/totally disabled Internet Explorer before even using it once, when I use CCleaner it frequently shows some things are deleted from internet explorer folders in C/user

    How and why are those filed created?

    What are methods to disable it?

    I have disabled IE too, but it can happen that after installing programs new files appear in this temporary directory.
    Or after some programs check for an update temporary files are created.
    You can't disable that completely.

    Just keep using CCleaner to get rid of these temporary files.
