    here is my network connections window
    you can see the IEXPLORE localhost: 3

    I use A4proxy for anonymous proxy browsing and sharing over network
    and use comsocks to provide true NAT capability for mail readers and online gaming programs.

    What is NIS?

    Can ICS or NIS provide true NAT capability for email and online games? And can either run alongside A4Proxy?

    Well I have not seen that before o_O. Perhaps it is the result of the different proxies you are using/system set-up.

    Norton Internet Security (firewall and av). NPF, Norton Personal Firewall.

    ICS will provide NAT capability, NIS/NPF provide firewall functionality. I have not used ICS, but you should be able to run A4Proxy without issues.
