Well when I go into the computer it doesn't have a number which I'm told means its 32 but when I check the pathway for IE it is as follows "C:\Program Files\Internet Explorer\iexplore.exe" which I'm told is how the 64 would be set up...

Only if you have 64 bit Windows. There is no "Program Files (x86)" in the 32 bit version. Only on 64 bit. So "Program Files" on 32 bit is just that.

"C:\Program Files\Internet Explorer\iexplore.exe" is the path for 64 bit IE only on 64 bit Windows. If you have 32 bit Windows it is the path for 32 bit IE as you will not be able to run 64 bit executables on a 32 bit system. Basically you have no actual problem.

No action is required as already noted, the Browser would not run.

This is what my system says:

    Microsoft WIndows XP
    Home Edition
    Version 2002
    Service Pack 3

Is that the 32 bit OS... how do I know if that's what my netbook is and how do I know if that's the version of IE8 I'm using?

    That is correct.
Without getting too technical, that's your browser's cipher strength, for encryption purposes, when connecting to secure sites, like your bank, e-commerce sites, etc., and has nothing to do with your 32 bit OS. What Does 32-Bit Mean?
