    Good overview, thanks. If it's on, it's pinging a tower. If you are a target, the only way to not be tracked, is to turn it off/pull the battery (the latter being preferred, but on Android, x942 said that off is *off*...for those phones with non-removable batteries).

    I fully agree all sensitive calls should be with an OSTel.co account, through a VPN, using CSIPSimple. I think RedPhone would be fine too.
