    Unless using unauthorized VPN services becomes illegal, as it has in Iran etc, CFAA etc can't be enforced without correlating users with their website activity. For some VPN services, such as HideMyAss, that might be easy. But not for others in non-cooperating jurisdictions.

    I'm sorry, but I find this CFAA (or rather it's interpretation) a bit far-fetched. I highly doubt that it could really be used against users that do a regular cookie clean-up or use private browsing mode. Not to mention that it is an US law, so it is very hard to apply it to another country...
