how do I delete this type of application

I recently downloaded an application file that contains a refill of spanish guitar sounds for the program "Reason 2.5" but when I open it all I get is a CMD dos screen, and nothing else........now I just want to delete the file, but when I try, it says that someone or something else is using the program, and close the program...blah,blah,blah........does anyone know how I can delete this file (application)? tried safe mode.....going to install MOB an we'll see what happens......

Killbox is good, use delete on reboot.
