HIPS...again

    Just an observation...

    I setup a blocking rule for say a PDF Reader to Deny it launching another application. Now, if I click a web link in a PDF it blocks as expected. But if an instance of the browser is already running, then the action is not blocked.

    Normally, new web pages are loaded within tabs not instances of the program
    but this could be blocked for example by setting specific arguments for the app
