Free software to produce passport size photos?

    Hi all

    Is there a free software alternative to epassportphoto.com ?, which you can install and run from your own computer rather than upload your own photos to an online service? I don't want to upload my photo to any unknown source.

    Is there any free software that can do this i.e. show exact size, offer templates to print out (like below) at digital photo outlets, step by step wizard, etc.
