If I dump my software firewall what's the best free/cheap HIPS/application control to compliment my router, and why?

It needs to have a learning mode, fast and light.

Preferably, advice as to the course of action one should take if something untoward happens to make it kids/wife proof.

Why would you dump your firewall?

I believe that you should have:

    1. Router
    2. Firewall
    3. Antivirus
    4. Antispyware/HIPS

    Some freebies include-

    System Safety Monitor free
    ProSecurity free
    Antihook 2.6
    ProcessGuard free
    Ghost Security Suite

Try a few out and see which one suits you best.

Although it's called a Behavioral Blocker, doesn't Cyberhawk still qualify as a HIPS type of software? I understand why even an average PC user would sill need a good Firewall and AV, but is malware really getting bad enough on the Internet, that even using an AV and FW with FireFox, that a Realtime Antispyware and HIPS is needed too?

Pro Security is full featured and excellent, Spyware Terminator is a less featured but effective alternative as well.

You could also try Prevx1, it will remain free as long as it doesn't intercept any malware.
