    UPDATE on likely voting. My original post here stated that :" Commissioner Ajit Pai, who came up through the ranks of the staff of the FCC. His vote is not predictable."

    Well, no need to attempt to predict Commissioner Pai's vote, he will be voting against Chairman Wheeler's Proposal to reclassify the internet as a "telecommunications service" and reclassify it as a "common-carrier' uinder Title II of The Communications Act:

    "Republican FCC Commissioner Ajit Pai on Friday raised the first of many criticisms to come about FCC Chairman Tom Wheeler’s aggressive net neutrality plan distributed to commissioners Thursday, which Pai described as “President Obama’s 332-page plan to regulate the Internet.”

    IMHO that still means the Proposal will be approved by the full Commission, with a vote of 3-2 in favor of the Proposal, with both Commisioners O’Rielly and Commissioner Pai, issuing separate vigorous, dissenting opinions, which would not be helpful in The Proposal's being upheld in the court system. The FCC's action on Chairman Wheeler's Proposal will surely reach the level of The U.S. Supreme Court.

    "Democratic FCC commissioner balks at net neutrality rules

    A Democrat on the Federal Communications Commission wants to narrow the scope of new net neutrality rules that are set for a vote on Thursday, The Hill has learned.

    Mignon Clyburn, one of three Democrats on the FCC, has asked Chairman Tom Wheeler to roll back some of the restrictions before the full commission votes on them, FCC officials said.........

    Clyburn’s changes would leave in place the central and most controversial component of Wheeler’s rules — the notion that broadband Internet service should be reclassified so that it can be treated as a “telecommunications” service under Title II of the Communications Act, similar to utilities like phone lines."

    The Federal Communications Commission will allow some cities and towns to set up and expand municipal Internet services, overruling state laws that had been put in place to block such efforts.

    The commission granted petitions by Chattanooga, Tenn., and Wilson, N.C., to overturn laws that restricted the ability of communities in those states to offer broadband service. In all about 20 states have passed such laws."
