failed to open (set is blocked) (4)

    when im scanning my hard drive there are a lot of those errors?? in log they are marked by blue color
    failed to open (set is blocked) [4] f.e. NTUSER.DAT
    and
    failed to open (access denied) [4]
    whats that is it normal?
