To make another partition you first need to shrink the size of the existing C: partition. I would proceed as follows:

    1. Defrag your existing C: partition. The idea is to pack all of the files into the minimum space.
    2. Shut down Windows and boot to the Acronis Recovery CD
    3. Start Disk Director and choose Manual mode
    4. Right-click on your existing C: partition and choose "Resize"
    5. Drag the slider on the right side of the partition to the left, making the C: partition smaller.
    6. Choose Commit
    7. Right-click on the uncommitted free space and create a new partition, formatting it as desired (probably NTFS).
    8. Choose Commit
    9. Reboot into Windows and check the results.

Now that you have uncommitted free space, can you format the space using Windows Disk Management console?

    XP or Vista?

On XP go to Control Panel > Administrative Tools > Computer Management > and then choose "Disk Management" from the list.

On Vista the path is similar.
