Any way to make sure internet is encrypted on both of my laptops by using a simple program without port forwarding. Basically one that encrypts from the computer on the fly.

I don't get the question. What do you exactly need to encrypt? Data while moving between your 2 laptops? Or data on the Internet?

I basically want to setup a VPN server on my laptop. Have all my net data run through the server on the same laptop before it sends it out to the net. Will that work?

You mean that you are trying to setup a VPN between a server and a client that reside on the same machine?
This would work (it is easy to do with openvpn), but I see very few applications why you would want to do something like this.
All the traffic going out of your laptop would be unencrypted anyways.

But, maybe, I still can't understand the question right.
