Does Policy Mode matter?

Hello-

I am wondering if clients need to be in policy mode to get configuration settings from the policy they are assigned. I know they need to be in Policy Mode to get firewall rules, but I want them to be in automatic mode yet still get the configuration stuff like network zones and notification settings that i create in a policy.

Do all clients need to be in Policy Mode for any of the policy settings to work, or just for firewall rules to work?
