I'm wondering if anyone knows of a site on the internet that attempts to check the tech support of different ISPs to determine if the tech support people appear to be qualified to provide solutions to their own ISP problems and/or questions.

I don't know of a site like that but maybe most
ISP's could use the services of a company like the one at the link
As a second though I want to mention my ISP. It is pioneer internet at www.pldi.net their support personal are extremly knowledgable. I think their users are probably real fortunate to have them. this is not an endorsment just an observation.
