I dont know about security, but it DOES improve graphics and performance.

Performance - More efficient optimization of hardware on the PC leading to noticeably better performance.

Graphics - More features and better quality exposed.

DirectX 9.0 - exposes Shader Model 2.0 for Radeon 9500 and up.
DirectX 9.0a - bug fixes.
DirectX 9.0b - exposes Shader Model 2.0A for better flexibility, quality and performance on GeForce FX graphics cards.
DirectX 9.0c - exposes Shader Model 2.0b and 3.0 for Radeon X-Series and GeForce 6 Series, respectively
