Every time I call time-Warner to report a slowdown or other issue I get told it is my software or computer that is causing the problem, so I try not to call them. Time Warner just spun off their cable business http://www.itexaminer.com/time-warner-spins-off-cable.aspx it seem they are losing too much money.

Thanks, Ron. Wondered why I was getting so many Firefox "page not found errors" last night and although perhaps unrelated, even the TV cable box was acting weird, unable to shut it down. On the other hand, lately, I have been achieving average transfer rates of 1.17 MB/Sec (12.8 MB download in 11 seconds) from Win Defender's server. Go figure.

Wouldn't using OpenDNS or a similar service help?

Yes, it has indeed helped and has been a solution for me this past week. On several occasions I had trouble in the evenings using the web, and it appeared to be DNS server problems. I switched to OpenDNS for the night, and everything was fine. So if anyone with Time Warner is having problems, OpenDNS is a good temporary (or even permanent) solution.
