A tower is just a tower - a bunch of steel that supports 1 or more antennas. A cell tower in downtown New York City may support many antennas, and 1000s of connections while a cell tower out in the country might only support a few antennas and dozen or so connections. It all depends on the density of users in the area and terrain.
