could be a number of things.
is it a cd burner? or cd burner/dvd drive or dvd burner? if it is also a dvd drive trying play a dvd and trying playing other cd's
1.what burning software do you use? do you get any error messages?

    2. could be the hardware itself. drives are cheap these days around £15 or if your american thats roughly $30. seems they are poorly made these days. i had to replace both my dvd burners in my old pc.

Wouldn't it be easier to use the Device Manager to uninstall the burner, restart the PC, and have Windows recognize the drive all over again, before attempting upper and lower filters?

frank47, as lodore suggested in the post, now we need more info from you before proceeding further:

    PC's Make & Model
    All Burning Software's Name(s) and Version(s)
    Media Player's Name and Version
Did you remove or install any software prior to vacation? If Yes, software names and versions please.
Any error messages at all, system wide, after vacation?
Did you run any registry cleaners prior to vacation?

frank47, prior to restoring back a week, did you uninstall Audacity first? If Yes, via the Add/Remove or the program's own uninstaller? If no, you can use Revo Uninstaller to totally remove Audacity.

Here's your Dell™ Dimension™ 3100/E310 Service Manual and under Advanced Troubleshooting, it shows how to use the Dell Diagnostics feature of your PC, have you tried that yet?

I don't have Roxio; perhaps someone else that knows about that program, can jump in.

Did you insert a blank CD-R? What happened next?
Did Windows recognize the new hardware after uninstalling the drive via Device Manager?
When you insert a music CD in the burner now, does it start playing automatically?

frank47, you're welcomed! At the very least, you have a link to your PC's Service Manual now. Take care.
