Cannot enable my "Internet options", HELP!

Hi everyone, I am new here so please bare with me. I am having difficulty re-activating my tools>internet options> within IE 6.0 after disabling that option with Spyware blaster. I initially checked the box to "Disable the IE home page settings...", but now when I un-check the box, nothing happens. I still get the "this operation has been cancelled due to restictions in effect on this computer...". I have tried uninstalling and re-installing, still nothing. I am running Norton Internet security and Spyware Gaurd, but I cannot find anything that will bring my internet options back. Any advice would be greatly appreciated.
