In windows XP computer, or another computer running VM for XP-SP3, considering SSM loads early in the Boot sequence (14th here), can it run in VM? Why or why not?

Yes, it will. You can even run boot disk encryption software in a VM, which loads before the OS (and SSM).

SSM works fine for me on VirtualBox and VPC systems. There's been no difference with it between the virtual and physical systems.
