Check the items listed below in HijackThis, close all windows except HijackThis and click Fix checked:

R0 - HKLM\Software\Microsoft\Internet Explorer\Main,Start Page = mkMSITStore:C:\WINNT\start.chm::/start.html
O2 - BHO: IE Agent - {00000000-0000-0000-0000-000000000221} - C:\Program Files\Lycos\IEagent\CSIE.DLL

Reboot into safe mode and delete:
C:\WINNT\start.chm
C:\WINNT\start.html

You may have to repeat the reset of the start page for every other user account. If you have more problems please download the latest version of HIjackThis (1.97.7) and post a new log made with that.
