For everyone to view and learn, view attached image. This rule should be placed before “TCP : Block incoming connections” rule to authorize initiating Connections from the remote Machines, and this works along with the “TCP: Allow” rule that authorizes initiating Connections to the remote Machines.

Also a Tip: After BitTorrent session you may experience a lot of BitTorrent Inbounds, I suggest blocking these without warning. Create specific BitTorrent blocking rule that you can toggle with the flag whenever you begin or finish BitTorrent sessions.
