avasts hardened mode

I posted this question on the avast! Forum and havent got a response yet soi figured i would ask this question here. But does anyone know through testing or otherwise if hardened mode set to aggressive is mostly network dependent? When dow.loading programs that are blocked by hardened mode for other users.(capslockchanger) for example is not blocked on my machine when it is offline. I am unable to test this theory as i do not.have internet (i am posting and downloading files to my smartphone)

 

Yes Hardened Mode relies on cloud connection.
