if i wanted acronis universal restore feature would i have to buy trueimage 9.1 and acronis universal restore?

Yes, you are right. Acronis Universal Restore is a plug-in for Corporate versions of Acronis True Image. Acronis Universal Restore is an optional program feature. It should be purchased separately and installed from a separate .msi setup file. Please also be aware that different versions of Acronis True Image require different version of Acronis Universal Restore. So, for example, with Acronis True Image 9.1 Server for Windows one should use
Acronis Universal Restore for Acronis True Image 9.1 Server for Windows.
