    is it possible :

Can acronis be loaded and run fom a USB device?
I am wondering if I can load Acronis 11 or maybe 2009 on a usb device to make incremental backups to another external HD?

The reason I ask is everytime I install either on both computers (at the same time)on my Network, the laptop is blocked from accessing the external hard drive on the network.

You can use the Acronis Media Builder program to create a USB flashdrive. You can also create a bootable USB hard drive manually. Instructions and troubleshooting can be found in the link in my signature. Alternate methods using Vista's Diskpart and Grub4DOS are on my website.
