    Correct me if I'm wrong (I'm not meaning this is in ANY kind of rude way): Dialers only affect dial-up users, which are probably growing less and less, right?

    Modem and ISDN users, correct. I don't know about other countries but in Germany there are preparations to offer premium services via voice over ip. So maybe its only a matter of time until voice over ip users are affected, too.
