Default Recovery after format?!

Hello, I'd like to know if there's some bootable cdrom outthere that would allow one to recover data on a hard drive even after that drive is formatted, since format does not really delete data?

If yes, where can I get it? Is it some sort of Linux thing? How should it be used?

Thanks for advices and directions...
