Unhappy Please help..smitfraud virus on pc

I am NOT pc savvy and don't know what to do about virus. Will not allow me to access desktop or anything else. Sticks at blue screen. Purchased new win98 startup disks. Wondering can I just install on pc as if nothing was ever there (with understanding I will lose files) and if so will I be able to take care of removing virus at that time? I have been given several suggestions, such as:
Conduct HIJACK virus scan (too lengthy, too difficult)
Venture into DOS (YIKES!)
Start pc in safe mode (tried this doesn't work)
Do repair with recovery cds (missing #1 disk)
Can someone please break it down in "dummy" language the easiest fastest way to get pc up and running again? I don't even know what to do with the start up disks
...please help!!!! Thanks
