Default What is this all about

Sites here have been trying like xxx to download massive whatever:
Level 3 Communications, Inc. LC-ORG-ARIN-BLK2 (NET-65-56-0-0-1)
65.56.0.0 - 65.59.255.255
CWIE, LLC LVLT-CWIE-65-57-174-32 (NET-65-57-174-32-1)
65.57.174.32 - 65.57.174.63

What might be going on

I believe M$ uses level3 servers. Maybe someone else here has more info though.
I just remember reading a thread that mentioned this, but it has been awhile and I cannot remember which thread.
My FW logs show svchost trying to connect to level3, I just deny for now until I am more certain.
